We build a lot of closed housing, open tread timber stairs. We recently started having lexan templates cut on a CNC machine. We use the template with a top bearing router bit to cut out the perimeter of the housing. Then we simply chisel out the rest. It's much quicker and more accurate than previous methods we've used.
